Yep, that should be fine! You don’t want to let the dough get too warm so I wouldn’t leave it out much longer than the tine it takes to bake a batch. If it does get too warm and soft, just pop it back in the fridge for a bit. 🙂

You can make them a day or two ahead of time (just be sure to wrap them up well) and then add the whipped cream just before serving. You can make the crust dough a few days ahead and keep it in the fridge until you’re ready to bake the tarts. Have a great birthday!
